A new procedure has been established for determining the customs value of goods exported from the Russian Federation. The corresponding decree was signed by Prime Minister Dmitry Medvedev.
The document, in particular, establishes that the customs value is determined in order to calculate export duties. However, due to changes in the EAEU law and Russian legislation, if there is no obligation to pay export duties with respect to exported goods, the basis of calculation of which is their customs value, then there is no need to determine or state it.
In addition, the annex to the resolution lists the main methods for determining the customs value and the grounds for their application. In particular, the indicator is proposed to be calculated in two ways: by the value of the transaction with exported goods, by the value of the transaction with identical goods, by the addition method or by using the reserve method.
